Elazığ Aerodrome Chart (AIP AD 2 LTCA ADC)

Elazığ Airport (IATA: EZS, ICAO: LTCA) serves the city of Elazığ in eastern Anatolia and is located 16 km south of the city. It is a joint military/civil aerodrome (AIP: "Available to: Military - Civil"), with DHMİ as the civil aerodrome operator. The airport is open H24 and has a permanent border gate (customs and immigration H24).

The airport has two parallel runways, 07R/25L and 07L/25R (both 3,000 m × 45 m), but RWY 07L/25R is used as a taxiway by civil aircraft. It can be used as a runway for landing and take-off only in emergencies and when RWY 07R/25L is closed for maintenance. Elevation is 2,928 ft and the transition altitude is 10,000 ft.

The airport sits in a valley in mountainous terrain, with the Keban Dam Lake to the north and east and Lake Hazar to the south-east. The minimum sector altitudes are 9,500–10,000 ft and circling is not authorised south of the aerodrome. All instrument approaches use a steep 3.5° glide path. Arrivals and departures are flown in the Elazığ TMA, which borders the Malatya and Diyarbakır MTMAs (military TMAs). Apron B and TWYs D, E, F and F1 are for military aircraft only.

Preferential Runway System (PRS)

The AIP does not publish a Preferential Runway System for LTCA. The runway in use is selected by ATC and announced on the ATIS. Keep these AIP facts in mind:

  • RWY 25L has the most procedures: three ILS approaches (ILS Z, Y and X, CAT I), an RNP approach, VOR and NDB approaches, and the RNAV STARs (STAR-2, STAR-3) and the only RNAV SIDs (SID-3).
  • RWY 07R has an ILS Z CAT I approach (IAC-13) plus VOR and NDB approaches, but no RNAV STARs or RNAV SIDs.
  • RWY 07L/25R is normally a taxiway. RNP RWY 25R, VOR Z RWY 25R and VOR Z RWY 07L approaches are published for it.
  • Conventional SIDs are published for both directions (RWY 07L/R and RWY 25L/R).

Arrival Procedures

Elazığ is in the Elazığ TMA. Two types of STAR are published:

  • Conventional STARs (STAR-1, "1E" designators) from ARPUT, BULUT, ERGAN, HAZAR, SORAR, PALUT, FILIZ and ERTEK to the EZS VOR (Elazığ VOR/DME 114.7, north-west of the airport). These can be used for either runway direction.
  • RNAV (GNSS) STARs for RWY 25L (STAR-2 "1A" and STAR-3 "1F") and RWY 25R (STAR-4 "1G"), from BULUT, ARPUT and EZS only.

The STAR entry fix should be the last point of your flight-planned route.

  • The RNAV STARs need RNP-1. If you are not RNP-1 approved, tell ATC (chart remark).
  • The RNP approaches (IAC-8, IAC-9) need RNP APCH approval and GNSS.
  • All VOR, NDB and ILS approaches need DME. The ILS approaches also need VOR or NDB (charted).
  • Max holding (and base turn) speed is IAS 230 KT unless a lower speed is charted.
  • Circling is not authorised south of the aerodrome (all approach charts).
  • All IFR/VFR civil, non-scheduled and military traffic must coordinate with the Elazığ Airport Authority or the ATC unit. Non-scheduled flights must get permission from the Aerodrome Directorate at least 3 hours in advance (AD 2.20).
  • Bird hazard (BRD chart): flocks of stopover and migrating birds are present around the Keban Dam Lake area and the swamp near the aerodrome. 100–1,000 birds have been observed at heights between ground level and 9,842 ft AGL, with peak times 04:00–08:00 and 13:00–16:00. April and May are the most dense period. Migration takes place in all months except August and September.

Low Visibility Procedure

The AIP has no low visibility procedures for LTCA. The precision approaches are ILS CAT I to RWY 25L and RWY 07R. Stop bars and runway guard lights are available at TWYs A, A1, B, B1, B2, C, D, E, E1, F1 and F2 (AD 2.9).

Radio Failure

The procedures in Türkiye AIP ENR 1.3-4.5 apply, with these LTCA rules (AD 2.22):

  • IFR flights unable to comply with the RNAV procedure: proceed to the EZS VOR via the STAR-1 procedure. When required to comply with ENR 1.3-4.5.3.1 f, hold over EZS until commencement of descent, then fly an instrument approach procedure and land.
  • IFR flights able to comply with the RNAV procedure: proceed to ALFES. When required to comply with ENR 1.3-4.5.3.1 f, hold over ALFES until commencement of descent, then fly the RNP STAR and the corresponding approach procedure and land.

Ground Operations

Ground Layout

In normal civil operations RWY 07R/25L is the only active runway. RWY 07L/25R is used as a taxiway by civil aircraft and ATC will refer to it as such. TWY edge lights are switched on when it is used as a taxiway (AD 2.20).

  • TWY A and TWY B connect Apron A with RWY 07L/25R, and TWY C connects the east end of Apron A with it.
  • TWY A1 (07 end), B1, B2, E1 and F2 (25 end) connect RWY 07L/25R with RWY 07R/25L.
  • Apron B (MIL) and TWYs D, E, F and F1 are only for military aircraft.
  • Stop bars and runway guard lights are installed at TWYs A, A1, B, B1, B2, C, D, E, E1, F1 and F2. RWYs have runway threshold identification lights (RTIL).
  • There is an anti-icing area at the west end of Apron A, and engine test areas near both runway ends.
